At Seven Letter, Steve manages communications campaigns and provides strategic public affairs counsel to leading corporate, non-profit and coalition clients. He works on topics ranging from high tech innovation policy to financial services regulation to consumer rights.

Steve is a communications professional with over 20 years of experience at the intersection of policy and communications in the private sector and executive and legislative branches of government.

Steve has led the communications efforts of a multi-stakeholder coalition focused on the promotion of intellectual property rights and spear-headed the rollout of a best-selling book on evidence-based governance. Previously, Steve was a Partner at Blue Engine Message & Media, which merged with JDA Frontline in 2018 to form Seven Letter.


Prior to joining Blue Engine, Steve served as the Associate Director for Strategic Planning and Communications at the White House Office of Management and Budget (OMB). In his role running OMB’s communications office, Steve served as the lead spokesperson for OMB and coordinated communications around budget, management and regulatory issues with White House staff and all federal agencies. He was the lead writer and editor of President Obama’s Fiscal Year 2014 and 2015 Budgets, as well as other OMB documents and communications materials. Steve was profiled in National Journal’s 2013 Decision Makers edition.


Before joining OMB, Steve served as Communications Director and Deputy Communications Director for the Senate Budget Committee, where he was responsible for drafting all budget materials, speeches and chart presentations for the committee chairman. Prior to his Budget Committee role, Steve worked in the Clinton Administration’s Treasury Department, where he was the Department’s spokesman for economic and tax policy issues.


Steve started his communications career at the public affairs firm Powell Tate, where he worked as an Account Executive in the firm’s International Trade Group. Steve grew up in Tenafly, New Jersey and holds a Master’s degree in Public Policy from Harvard University and a Bachelor’s degree in History from Colgate University.
